Analysis: Comprehensive Review of Gov. Wolf’s Proposed 2017-18 Budget

HARRISBURG – The Pennsylvania Budget and Policy Center today released a complete analysis of Governor Tom Wolf’s proposed 2017-18 budget.

“Governor Wolf’s budget proposal is a recognition that we must ensure state government is as efficient as possible if those of us who believe that government plays an essential part in all our lives, and we should embrace the idea of that significant investments in our communities are necessary to win the battle for hearts and minds in Pennsylvania,” said Marc Stier, Director of the Pennsylvania Budget and Policy Center and co-author of the report.

Stephen Herzenberg, Executive Director of the Keystone Research Center, and Diana Polson, Policy Analyst at the Pennsylvania Budget and Policy Center, co-authored the analysis with Stier.

The report begins with a discussion of the structural deficit, followed by an overview of the Governor’s overall proposals on the expenditure and revenue side of the budget. But before turning to details on the expenditure side, the report looks in more detail at the Governor’s proposals for government reform and restructuring, which apply to many departments and across departmental lines and are sometimes difficult to follow in the official budget documents.

PBPC Director Marc Stier presented an overview of the report’s findings on a webinar today.

The Pennsylvania Budget and Policy Center will continue to offer analysis of budget-related proposals as negotiations continue through June.
