As a Pennsylvania resident who cares deeply about the problem of hunger, I encourage your support for two programs that help our neighbors in need. Specifically, I ask that you include $21 million for the State Food Purchase Program (SFPP) and $3 million for the Pennsylvania Agricultural Surplus System (PASS) in your budget.

The SFPP appropriation allows the Commonwealth to provide essential resources to all 67 counties for the purchase of foods and nutritional supplements, food provider transportation and infrastructure, and access to federal food commodities. Since 1983, SFPP has been a foundation for Pennsylvania’s food banks and food pantries in building the public-private effort to meet a basic need of our most vulnerable citizens.

An increased investment in PASS will enable farmers, processors and charitable food providers to partner for the benefit of our most vulnerable citizens and Pennsylvania agriculture by facilitating the donation of agricultural surplus, serving local and nutritious food to Pennsylvanians in need, and reimbursing farmers for the costs of harvesting, packaging and transportation of Pennsylvania produced product.

A modest increase in the appropriations for these programs would make a major difference in the fight against food insecurity. As you consider the competing demands for Commonwealth resources, I urge you to please include increased funding for these two programs that help Pennsylvanians meet the basic need for food.

You may add to the message or write your own supporting $21 Million for SFPP and $3 Million for PASS.
